Victorian rebates, explained
Energy Upgrades discounts on air conditioning and heat pump hot water, the Solar Victoria hot water rebate, and the rule changes on 30 September 2026.
The Victorian Energy Upgrades (VEU) program gives eligible homes and businesses an upfront discount when an accredited provider installs an approved, high-efficiency reverse-cycle air conditioner. The installer creates energy-efficiency certificates for the lifetime savings of the new unit and passes their value back to you as a reduction on the installed price.
In 2026 the discount can be worth up to about $5,530 on a whole-home system. For single-room splits the figure is smaller, typically a few hundred dollars, and it depends on what you are replacing and the efficiency of the new unit.
What changes on 30 September 2026
- • Multi-split incentives are capped at 20 kW of heating and cooling capacity.
- • The minimum customer co-payment for ducted systems and multi-head splits of 10 kW or more rises from $1,000 to $3,000 including GST.
- • Single-room split systems are not affected by these two changes.
If you are planning a ducted or large multi-split upgrade, getting the installation completed before the cut-off could save you $2,000 in co-payment.
Heat pump hot water rebates
Replacing an electric or gas storage tank with an approved heat pump attracts a Victorian Energy Upgrades discount as well, and eligible households can also claim the Solar Victoria hot water rebate. Stacked together they can take a large share off the installed price of a Panasonic CO₂ system, and the running-cost saving continues every year after. We confirm which incentives apply to your home before you commit.
Who usually qualifies
- ✓ Victorian homeowners, renters (with owner consent) and small businesses
- ✓ Replacing an old ducted gas heater, electric heater or inefficient air conditioner
- ✓ Installing an approved reverse-cycle unit or heat pump hot water system from the VEU product register
